What is the goal, what is the motivation of the latest round of rule making regarding restrictions on the 
siting of solar arrays?  The laws of unintended consequences are open to speculation. Yet we know any 
time supply is as severely constricted as it is presently being proposed by elimination of all properties 
under Chapter 61 and 61A as potential locations for renewable energy, there should be little doubt of 
the likely impact of such an action.  Significantly higher costs to locate and construct any new renewable 
energy project in the State of Massachusetts.  If DOER goes ahead with the proposed restrictions in all 
likelihood it would effectively shrink the pipeline of new projects down to a drip overnight.  The 
environmental cost accounting of converting a relatively small percentage of properties presently under 
Chapter 61 and 61A classification from their present use to renewable energy production is an 
overwhelming win for carbon reduction and for climate change mitigation.  By not acknowledging the 
environmental economic benefits of maintaining a strong supply of potential sites for renewable energy 
in Massachusetts would be to open up a whole new front on data and climate denial going forward.
